Could GTA V have a London setting?

In an interesting look at the tax breaks for the UK videogame industry announced by Alistair Darling, Rockstar Games may well look at the next setting for its GTA franchise as being in London.

MCV picked this idea up yesterday and I must say, it could look that it may just be the start of a cunning plan.  Although the final tax breaks rules for the UK industry have yet to be finalised it has been stated that it will follow a similar guide to the tax breaks already welcomed by the film industry.  The rules for these are as follows.

At present, those companies looking for tax relief in film are scored under a set of “Culturally British” guidelines and need to score of at least 16 from a possible 31 points to qualify from as shown below.

a) Cultural Content (16 pts) – Determining whether the film’s narrative is set in the UK, whether its lead characters are British, whether the film is centred on British subject matter, and if the dialogue is recorded “in the English language”.
b) Cultural Contribution (4 pts) – Determining whether the film represents “a diverse British culture, British heritage or British creativity”.
c) Cultural Hubs (3 pts) – Determining whether the film is produced in the UK studios.
d) Cultural Practitioners (8 pts) – Determining whether the cast, crew and/or producers come from the EEA (European Economic Area), with points based on each role.

For Rockstar Games as an example, they would not reach the intended target of 16 points using B, C and D so would have to incorporate A into the product.  We know that the budget for GTA IV was around $100 million and although GTA V would be cheaper if they extend the life of the engine already used, Rockstar could save around £10 million in tax relief if they were to set the game in London or another major city in the U.K.
